The Ministry of Internal Affairs of Russia has proposed to adjust a number of provisions of regulatory legal acts in the field of technical inspection of vehicles. The draft government decree is currently undergoing a regulatory impact assessment procedure, according to the website of the State Traffic Inspectorate on July 18.
"In particular, the draft resolution provides for the exclusion of ambiguous interpretation of certain norms, as well as the realization of the right of citizens to undergo a technical inspection of a vehicle in case of loss of documents for it," the department said.
In addition, it is planned to modernize the mechanism for canceling illegally issued diagnostic cards based on inspections conducted by the prosecutor's office and court decisions. It provides for the creation of unified approaches to the design of the coordination of places and schedules of inspection using mobile diagnostic lines.
The State Traffic Inspectorate said that the changes will optimize the work of employees involved in the inspection of buses, as well as operators and carriers. They are expected to promote transparency of the inspection procedure, control the activities of operators and police officers, and protect the right of operators in the field of inspection to fair competition.
On July 16, it was reported that the State Duma adopted in the first reading a bill to increase a number of existing duties for car owners and introduce new ones from September 2025. In particular, it is planned to increase the cost of issuing registration documents and license plates, as well as obtaining a driver's license.
On March 14, it became known that the Prosecutor General's Office had conducted a massive inspection of inspection points in Russia and stated that the level of service provision remained unsatisfactory, and that operators were abusing and delaying vehicle inspections.
