Deputies of the State Duma (State Duma) approved in the second reading a bill that exempts migrants working in Russia under the government's quota from mandatory testing of knowledge of the Russian language, history and legislation of the country. The document is published on the official Internet portal of legal information.

The amendments are supplemented by the law "On the Legal Status of Foreign Citizens in the Russian Federation." Currently, foreigners are required to present a certificate of proficiency in the Russian language and the basics of Russian history when applying for a work permit. The new procedure will exempt those who are employed under a special quota of the government of the Russian Federation from this norm.

The draft law also provides for the certification of certificates with a qualified electronic signature when they are entered into the relevant information system. In addition, the Russian Ministry of Education and Science will have access to this system to verify the authenticity of certificates.

In addition, the document increases the period during which migrants are required to provide a test certificate from 30 to 90 days. The explanatory note emphasizes that this measure will ensure the "gradual and consistent language adaptation" of qualified specialists.
