In the first half of 2025, the number of participants in the agro—industrial sector increased by 0.24%, which is plus 540 new companies and individual entrepreneurs (IE) compared to the same period in 2024. This is stated in a study by analysts of the Kontur project.Focus", which was reviewed by Izvestia on July 18.

Thus, according to the research, the increase in the number of new companies amounted to 17.75% by the first half of 2024. At the same time, the number of bankruptcies has decreased.

"The agricultural sector is showing stable but small growth. In the first half of 2025, the number of participants increased by 0.24% or by 540 sole proprietors and companies compared to the same period last year. The majority of participants are sole proprietors. This may indicate an increase in interest in the agricultural sector or an improvement in market entry conditions for small businesses," Veronika Skorokhodova, an analyst at the project, told Izvestia.

According to her, a sharp increase in players is observed, for example, in the Volgograd region, while the Krasnodar Territory and Dagestan remain leaders in the number of agricultural enterprises, although they continue to lose participants, as does Dagestan. At the same time, as the expert noted, Bashkortostan showed a significant increase in the total number — +6.99% in six months, which indicates the dynamic development of the agro-industrial complex of the region, where animal husbandry is traditionally developed and where the number of new business registrations has increased significantly.

Skorokhodova suggested that enterprises receive tangible assistance from subsidizing lending to priority areas retained by the Ministry of Agriculture in 2025, and also noted that in 2025, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory are among the leaders in registering new agricultural enterprises.

The agricultural business is expanding to the north and east of the country. This may indicate the effectiveness of the Ministry of Agriculture's per-hectare support, established in 2025 for the agro-industrial complex of Siberia and the Far East, which encourages entrepreneurs to start businesses in regions with difficult climatic conditions.

On July 17, Russian President Vladimir Putin instructed to organize a competition to identify talented and promising leaders in the agricultural sector who are distinguished by outstanding leadership and managerial qualities in order to provide additional financing to their enterprises as support. The document, published on the Kremlin's website, clarifies that this program will be prepared before October 1 of this year.
