Pavel Durov, the founder of the Telegram messenger, published a short post on July 17 after reports about the upcoming opening of a representative office of the digital service in Russia.

The entrepreneur replied with the message "100%" to his previous post with a refutation of rumors about Telegram's departure from Russia.

"It is possible that we are not dealing with harmless mistakes by journalists, but with a targeted campaign to discredit Telegram," the message said, to which Durov replied.

It was published on July 2. In it, the founder of the messenger called fake news about Telegram's departure from Russia and said that after that, Telegram channels distributing such information began to add refutation notes.

Earlier on July 17, an entry appeared in the Roskomnadzor registry stating that Telegram would open a representative office in Russia. According to the agency, the messenger is considering the creation of a branch, the opening of a representative office or the establishment of a Russian legal entity. The company itself is registered in the British Virgin Islands.
