Security forces may be allowed to drive for free on toll roads
In the second reading on July 17, the State Duma adopted a bill proposing to grant free passage on toll roads to vehicles of law enforcement agencies — the Rosgvardiya, the FSB and the Armed Forces. The bill is published on the website of the lower house of Parliament.
The bill was submitted to the State Duma in May 2024 and adopted in the first reading in September. The explanatory note notes that the document was developed to eliminate the regulatory gap. A number of departments and operational services have the right to travel free of charge: police, firefighters, ambulances, military traffic police, emergency services.
"In order to ensure the prompt arrival of vehicles of the National Guard troops at the scene of a crime, an administrative offense, as well as the protection of citizens, it is necessary to use the entire automobile road network, including toll roads and toll sections of highways," the authors of the bill noted.
On July 7, it was reported that a bill would be submitted to the State Duma, which provides for the exemption of parents with many children from paying for toll roads. The deputies believe that the adoption of the bill will expand the accessibility of transport infrastructure for large families, reduce transport costs (including during vacations) and increase social justice in terms of a differentiated approach to paying for transport services.
