The RCN explained the amendments to the law on cybersecurity by countering fraudsters

Amendments to the cybersecurity law on penalties for illegally transferring a subscriber number to another person are necessary to protect Russians from telephone fraud. This was reported to Izvestia on July 17 by Roskomnadzor (RCN).

"This step is a continuation of the comprehensive work to counter widespread recent encroachments," the ministry stressed.

According to the RCN, many scammers operate from the territory of other countries and make calls using fake or someone else's personal accounts and phone numbers. This helps them apply for loans to citizens, send false reports about terrorist attacks and commit other crimes.

The main purpose of the amendments is to establish liability for the illegal use of SIM boxes and virtual telephone exchanges, other people's phone numbers and accounts.

"The measures developed are designed to prevent citizens from rashly transferring or selling their phone numbers and personal accounts in electronic services to outsiders," the RCN added.

Earlier that day, the State Duma adopted in the second reading amendments to the draft law on liability for violations of the order of forwarders. According to them, fines are provided for the illegal transfer of a subscriber number to another person — up to 50 thousand rubles for individuals and up to 200 thousand for organizations. Citizens can pay up to 50,000 rubles for transferring data to access Internet resources to other people, and a legal entity can pay up to 200,000 rubles.
