US President's Special Envoy Keith Kellogg and US Secretary of State Marco Rubio were the main initiators of President Donald Trump's change of position on Russia. This was reported on July 17 by The Telegraph newspaper.

"Kellogg's influence has been growing lately. He and Marco Rubio are promoting a new approach [to Russia]," the publication says.

Sources in the United States Congress said that Republicans have been working for several months to push the American leader to adopt a tougher stance towards Moscow.

On July 14, Trump announced that the United States would impose 100% secondary duties on Russia if a settlement of the Ukrainian conflict was not reached within 50 days. He also said that he supports the congressional initiative on sanctions against Russia, but "does not yet know whether it will be necessary."
