The State Duma ruled out responsibility for using VPNs to protect data

They will not be held accountable for using VPN services to protect data. This was announced on July 16 by Anton Nemkin, a member of the State Duma Committee on Information Policy, federal coordinator of the Digital Russia party project.

"They won't be punished for VPNs. Not because you read an article somewhere or saw someone else's post. But only for one thing — for deliberate and conscious access to knowingly extremist materials that have already been included in the official list of the Ministry of Justice by a court decision," he wrote on the Telegram channel.
