The expert pointed out the importance of introducing digital control over migrants
The introduction of the "Migrant ID" system, which will digitally monitor migrants, can be a significant step towards simplifying procedures. Natalia Buslaeva, Managing Partner of the Fidesz Law Firm and head of the Business Legal Support Practice, informed Izvestia about this on July 16.
"If the introduction of the Migrant ID is based on clear regulatory regulation and ensuring the protection of personal data, in accordance with the Constitution of the Russian Federation and 152-FZ "On Personal Data," this could be a significant step towards simplifying procedures," she said.
According to her, it is important to prevent violations of the principle of proportionality, as well as not to turn a technological tool into a means of excessive control. Buslaeva also clarified that the issues of biometrics storage and access to it require special legal precision.
In addition, the expert emphasized the increased transparency and efficiency of administrative procedures during the digitalization of migration control in Moscow. According to her, the introduction of electronic services has simplified work not only for migrants, but also for their employers. At the same time, she noted that digital measures are primarily tools for control, not legalization.
On July 9, Russian President Vladimir Putin instructed the Russian Interior Ministry to create an electronic resource "Digital Profile of a foreign citizen" by June 30, 2026. It was clarified that this profile will be used for all foreigners who arrive, leave and stay in the country.
