At the plenary session, the State House (State Duma) adopted in the first reading a bill to increase fines to 1 million rubles for imposing additional goods and services on consumers. This was announced on July 15 on the website of the State Duma.

"In accordance with the document, administrative responsibility may be strengthened for imposing on citizens the purchase of additional goods, works, services or the conclusion of other contracts that oblige consumers to purchase such goods or services in the future," the publication says.

It is noted that the maximum fine for individuals will be increased from 4 thousand to 300 thousand rubles, and for legal entities — from 40 thousand rubles to 1 million.

On April 7, Russian President Vladimir Putin signed a law banning the imposition of additional goods and automatic consent for services. According to the law, the seller does not have the right to provide paid additional services without the consumer's knowledge. If they were provided without the client's consent, the client may refuse to pay and demand a refund.
