The expert predicted price stabilization in the primary housing market
Prices are expected to stabilize in the Russian primary housing market in 2025, and monetary policy easing has become a key factor, Valery Tumin, director of Russian and CIS Markets at fam Properties, told Izvestia on July 14.
"After a series of increases in 2023-2024, the Bank of Russia began to gradually reduce its key rate. This has already affected mortgages: the largest banks are reviewing the terms, and in some regions loan rates are falling," the specialist explained.
According to him, the stabilization of interest rates makes mortgages more affordable, especially in the mass segment, where prices used to rise faster than incomes.
"A further reduction in the key rate may support demand, but without a sharp rise in prices," the expert added.
According to the expert, the pace of price increases in new buildings is already slowing down: in the first half of 2025, prices in some regions increased by only 3-4%.
"This indicates the transition of the market to equilibrium. Construction volumes remain high, and government support, such as family and Far Eastern mortgages, remains, so developers have no reason to sharply raise prices," the expert noted.
In addition, government policy is aimed at preventing overheating.
"The escrow system, control over project financing and an emphasis on housing affordability create conditions for the sustainable development of the market," Tumin summed up.
Earlier, on March 29, Andrey Serdyuk, a real estate market expert and author of the Telegram channel Realtor Academy, named the main payback factors for real estate in Moscow in an interview with Izvestia. According to him, the top 3 properties with the highest profitability and quick payback include studios and one-bedroom apartments in new buildings (up to 35 square meters), apartments in hotel complexes and apartments for daily rent (near the metro, near the TTK).
