In Russia, as a result of agreements reached at the St. Petersburg International Economic Forum (SPIEF-2025), an interdepartmental Coordinating Council for the development of domestic pharmaceutical innovations was established, which included the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Education and Science of Russia, Innopraktika Company and ANO Innovative Engineering Center.

It is noted that the purpose of the agreement is to systematically support the creation of innovative medicines on proprietary lines with concrete results by 2030 and 2036. In addition, the agencies agreed to work together to form a national portfolio of promising innovations in the pharmaceutical industry. It is expected that the drugs will be designed for both the domestic and foreign markets.

"As part of the agreement, we will analyze promising areas of fundamental and applied scientific research, as well as evaluate the prospects for studying biomishens and developing new medicines in demand by the healthcare system," said Sergey Glagolev, Deputy Minister of Health of the Russian Federation.

It is reported that at the first meeting of the council, a work plan for 2025 was approved: the creation of registers of promising biomishens and molecules, as well as joint projects with Russian developers. The parties will present the first results of their joint work at the National Healthcare 2025 forum.

"Signing this agreement is an important step in strengthening cooperation between the government, science and industry to create innovative domestic medicines. Working together will allow us to create our own world—class innovations using horizon scanning tools and combining the best competencies of the parties to the agreement," added Ekaterina Priezdeva, Deputy Head of the Ministry of Industry and Trade.

On June 10, Russian President Vladimir Putin said that work related to increasing the quality and accessibility of medical care for Russian citizens would continue. According to Putin, over 6.5 thousand new medical and obstetric centers, hospitals and polyclinics have been created in various regions of Russia over the past six years. Major repairs were also carried out in 5.5 thousand medical institutions.
