The State Duma declared the inadmissibility of a ban on mortgages not at the place of registration.

It is unacceptable to prohibit the registration of a family mortgage in the region where a person is registered. This was announced on July 13 by Sergei Mironov, chairman of the Fair Russia — For Truth party.

"I also consider unacceptable the desire to "enslave" people at their place of residence, to separate them by place of residence. <...> In order for families not to leave their homes, we need not only housing, but also kindergartens, schools, clinics, and opportunities to work and earn money," Mironov said in an interview with TASS.

He noted that a family mortgage under current conditions is the only chance for Russians to purchase housing, including for families who move to large cities "not from a good life." According to the deputy, it is impossible to deprive Russians of such opportunities.

In addition, he stressed that the main goal of the family program is to obtain affordable housing for all families with children, regardless of residence registration.

Not everyone is at home: family mortgages will be banned from being issued outside the place of registration in 2026.

Earlier, on July 9, Deputy Prime Minister Tatyana Golikova announced that the Russian government was considering the possibility of modernizing family mortgages. She stressed that the existing area of housing being purchased with a mortgage or maternity capital "does not allow the family to think about future children."
