Russian President Vladimir Putin said that while working in the St. Petersburg City Hall in the 1990s, he refused to meet with an American who was rude to a Russian border guard.

"Some delegation actually came to St. Petersburg, and one of the members of this delegation somehow treated the border guard very rudely. I considered this to be absolutely unacceptable," Putin said in a conversation with Pavel Zarubin, a VGTRK journalist.

According to him, "a man in uniform" represents the country during the performance of his official duties, and if a person treats him with disdain, it means that he treats the state the same way.

At the same time, Putin added that the Russian side did not refuse to receive the US delegation at that time, but the president himself did not communicate with them.
