The Prosecutor General's Office of the Russian Federation has filed a lawsuit for 924 million rubles against Rustem Zainullin, Deputy Governor of the Belgorod Region, and several others accused of fraud during the construction of fortifications on the border with Ukraine. A source told Izvestia about this on July 11.

It is clarified that the defendants in the case are accused of fraud with funds allocated for construction. A total of 19.5 billion rubles were allocated from the state budget to the persons named in the lawsuit for the construction of fortifications. At the same time, the companies involved in the scheme, LLC Region Siberia and LLC Stroyinvestreserv, did not fulfill their obligations.

So, the investigation found that the owner of Stroyinvestreserv LLC, Sergey Petryakov, used the allocated funds to purchase an apartment in Moscow and a car worth 25 million rubles.

Also, according to the investigation materials, Zainullin himself and Alexey Soshnikov, who held the position of head of the Capital Construction Department of the Belgorod Region until December 29, 2022, used their official position to enrich themselves at the expense of the Russian budget.

The Prosecutor General's Office plans to seize companies and all types of property belonging to the defendants in the case.

Earlier, on July 7, Viktor Strigunov, the former deputy head of the Russian Guard, was detained in a corruption case. In 2012-2017, the official received bribes from representatives of commercial organizations for patronage in the execution of multimillion-dollar government contracts aimed at the implementation of construction. Their amount amounted to more than 66 million rubles.
