On July 11, the Chief of the General Staff of the French Armed Forces, Army General Thierry Burcard, said that the Russian Federation was the main threat to the republic.

"This is a stable, close and, in my opinion, the most significant threat in terms of its scale. First of all, Russia is a real military power in terms of both conventional and nuclear weapons," Burkar said at a press conference in Paris. Earlier in the day, Russian Foreign Minister Sergei Lavrov said that German Chancellor Friedrich Merz had decided to pursue the final militarization of Germany because he believed that diplomatic methods to resolve the Ukrainian conflict had been exhausted. The Russian Foreign Minister also called Merz's statement that Russia allegedly poses a threat to European countries complete nonsense.
