The political scientist named the reasons for the EU's doubts about US policy
The U-turns in American policy on Ukraine, especially on the part of Donald Trump's team, are causing serious confusion in the European Union (EU). The problem is systemic in nature and is associated with growing distrust, political scientist Artur Zabbarov, deputy head of the Department of political projects at the Polylog Group, told Izvestia on July 10.
The day before, it was reported that European allies are shocked by another turn in US policy on Ukraine and do not trust American leader Donald Trump.
"Washington's unpredictability and blurred responsibilities are key factors in the crisis of trust," the expert explained.
According to him, European allies are concerned about the chaotic nature of US decisions.
"Today — the freezing of air defense supplies to Ukraine, tomorrow — their partial resumption. At the same time, Trump himself does not comment on the situation, and statements come from the Pentagon, then from advisers. This creates the effect of political "swings"," the political scientist noted.
According to the expert, another problem is the lack of clarity about who is shaping US foreign policy.
"Who is making the decisions now —the president, the Pentagon, Congress or business? The history of "Trumpism" also reinforces EU skepticism. Trump is known for sharp U-turns: withdrawal from the nuclear deal with Iran, duties against the EU, pressure on NATO. Even his allies, like [the American entrepreneur and billionaire] Elon Musk, they don't always understand his logic," said the political scientist.
In his opinion, Europe is not yet ready to assume the role of a guarantor of Ukraine's security, as the United States is doing, but it also cannot remain inactive. The European Union is facing a dilemma: either the United States will maintain its leadership and predictability, or Europe will have to develop its defense autonomy. The second option would require increased costs and could cause tension.
"The main task of the EU is not to persuade Washington to "return to responsibility," but to create its own sustainable security mechanisms, because Trump may change his mind tomorrow," Zabbarov summed up.
Focus magazine reported on July 10 that Trump intends to force Ukrainian leader Vladimir Zelensky to come to the negotiating table by threatening to cut aid to Kiev. According to the newspaper, the US president has long pursued a strategy of using military aid as a bargaining chip.
