Golikova stated the need to modernize the family mortgage
The Russian government is considering the possibility of modernizing family mortgages. This was announced on Wednesday, July 9, by Deputy Prime Minister Tatyana Golikova at a meeting of the LDPR party.
"Of course, we are thinking with the Ministry of Construction and the Ministry of Finance about what could be done in terms of modernizing the family mortgage that is currently used in the Russian Federation, because the level of creditworthiness of young families is quite high today," TASS quoted her as saying.
Golikova also stressed that the existing area of housing being purchased with a mortgage or maternity capital "does not allow the family to think about subsequent children," calling this a serious problem that requires a comprehensive solution.
Anatoly Aksakov, head of the State Duma Committee on the Financial Market, said that the ban on family mortgages for housing not in the region where the borrower is registered may be implemented as early as the first quarter of 2026. This idea was originally proposed by Federation Council Speaker Valentina Matvienko at the end of June. Then she called on Russian Prime Minister Mikhail Mishustin to improve the mechanism for issuing loans on family mortgages.
