The former head of the Azerbaijani diaspora in the Moscow region, Elshan Ibragimov, said that the decision to deport him was unexpected for him. He told this to a correspondent of Izvestia on July 9 before flying to Baku.

"I don't know, honestly, I don't know," he also answered the question of why he was being expelled because of the threat to the national security of the Russian Federation, as reported by the media.

Ibragimov admitted that he was "a little upset" about having to leave Russia. He did not tell about his future plans.

"Time will tell," the former head of the Azerbaijani diaspora concluded.

On July 2, Zakharova announced that Moscow was calling on Baku to take measures to return the countries' relations to the level of strategic alliance. She added that all issues should be resolved in a partnership manner, using diplomatic channels.
