The former head of the Ministry of Emergency Situations of the Samara region, Major General Oleg Boyko, faces eight to 15 years in prison in a case of bribery. Anastasia Koganova, head of the Department of Public Prosecutors of the Criminal Judicial Department of the Prosecutor's Office of the Samara Region, told Izvestia on July 8.
"Boyko received an illegal monetary reward in the form of bribes in the amount of more than 73 million rubles. Accordingly, he is accused of committing a crime under Part 6 of Article 290 of the Criminal Code of the Russian Federation, which is classified as particularly serious," she explained.
According to the state prosecutor, the defendant entered into a mercenary conspiracy with the head of a commercial organization, and in the period from January 2020 to December 2023, he received monthly bribes of at least 1 million rubles, as well as about 15% of the contracts concluded by the company related to fire and civil safety in the region.
The case also involves the heads of several commercial firms, Jan Guschin and Elena Tyutyunnik, but, Koganova noted, the defendants are not charged with committing a crime by a group of persons by prior agreement.
"Each of them is guided by his own selfish intent," the prosecutor stressed.
Boyko was detained in December 2023. A criminal case was opened against him, and the former head of the regional Ministry of Emergency Situations was charged with accepting a bribe. At the same time, two representatives of a commercial organization were detained in the case, from whom he received funds.
In August 2024, it was reported that the former head of the department had admitted guilt and was cooperating with the investigation, while the other defendants were the heads of Guschin and Tyutyunnik companies. Later, on October 22, 2024, Igor Dakhno, the former head of the Samara Region Department of the Federal Migration Service (FMS) of Russia, was detained in the Boyko case.
