The day before, on July 7, a pack of dogs attacked two girls walking along Olenguyskaya Street. The witness said that 10-12 dogs rushed to the girls, some jumped nearby. The attack was stopped by a bystander, who scared the dogs away.

At the end of May, it was reported that euthanasia of stray dogs may be allowed in the Trans-Baikal Territory in the event of an "extraordinary situation." The issue of fixing this concept in the law on the treatment of animals without owners was considered by deputies of the agrarian committee of the regional legislative assembly. It is proposed to define an "extraordinary situation" as a temporary situation that cannot be resolved by other means, related to attacks by stray animals or the spread of diseases dangerous to humans, when the measures provided for by law do not provide an adequate level of security.
