On July 7, Russian President Vladimir Putin signed a decree clarifying the procedure for military service in the Russian Federation. The relevant document is posted on the official Internet portal of legal information.
According to the amendments, foreign citizens serving in the Armed Forces of Russia will now be able to perform combat missions not only in times of emergency or martial law and armed conflict, but also during the mobilization period.
In addition, the rules regarding the procedure for the dismissal and exclusion of military personnel from the lists of military personnel have been adjusted.
"Military personnel undergoing military service under contract, in case of their election as deputies <... They have the right to be dismissed from military service on the grounds provided for in subparagraphs "d" and "e" of paragraph 3 of Article 51 of the Federal Law, or to suspend military service," the publication says.
The rules for concluding a short—term contract have also been changed: conscripts and citizens in reserve will be able to sign it for a period of up to one year or less - when it comes to eliminating the consequences of natural disasters, emergency response, restoring order, participating in international operations and combating terrorism abroad, including escorting warships.
At the same time, it will be possible to conclude such a contract no earlier than one month before the end of the conscription period.
It is specified that the law comes into force from the date of its signing.
On July 2, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, announced that more than 210,000 contract soldiers had joined the service in the first half of 2025. During the same time, over 18,000 people joined the volunteer units of the Russian Army.
