Millions of Russians will face sudden debt collection

Starting in November 2025, the authorities want to introduce an out-of-court procedure for collecting tax debts for individuals. This will affect citizens who declare their obligations on their own, for example, when submitting a declaration. The mechanism will work if you do not challenge the additional charge. On July 7, the Government Commission approved such an initiative for the second reading of the draft law on simplified procedure. The document from the meeting is at the disposal of the editorial board.

As explained by Yuri Mirzoev, general director of the Mitra legal company, if the law on extrajudicial recovery is adopted, the procedure will be as follows: the tax service will send a notification or a demand for payment, and if the person does not pay and does not object, the inspectorate will make a decision on recovery. First, the funds will be debited from bank accounts, and if they are not enough, bailiffs will join the case, who will collect the debt at the expense of the property.

Notification of the decision can be received through a personal account on the FTS website, the Gosuslugi portal, or by registered mail. If a citizen submits an objection, the tax service, as it is now, will be obliged to go to court. According to the document for the meeting of the Board of Directors, 30 days are allowed for disagreement.

According to the Federal Tax Service, about 4.5 million tax collection cases are considered annually. According to lawyers, in 99.9% of cases, the claims are recognized as justified — this is the proportion that can easily be transferred to an out-of-court order.
