Russia's first industrial complex of non-ferrous and ferrous metallurgy enterprises will be built in the Chelyabinsk region with the participation of Chinese partners. This was announced on July 7 on the website of the governor of the region Alexey Texler.

The construction agreement was signed at the Innoprom International Industrial Exhibition in Yekaterinburg. The document was signed by Texler, Director of Smart Element Dmitry Govorov and President of CM Peace (Dallian) Limited (China) Ji Chunhui.

Within the framework of the memorandum, the parties agreed to create the Smart Element industrial cluster, which will unite enterprises of non-ferrous and ferrous metallurgy, chemistry and energy in one territory.

"The creation of the Smart Element cluster is laying the foundation for a fundamentally new model of industrial production. We are talking about a high—tech, environmentally responsible and socially oriented complex that will become a model for the whole country," said Texler.

According to the authorities, a new generation copper smelter with a capacity of 430 thousand tons of cathode copper per year will be built within the cluster. The production process will be built according to the cascade principle without the use of cranes and buckets. All stages — from the reception of raw materials to the release of finished products — will be controlled by an intelligent platform, adds "Газета.Ru ".

In addition, the cluster will include chemical plants that will ensure the production of mineral fertilizers of the MAP, DAP and NPK brands. The ferrous metallurgy complex will process iron concentrate from a copper smelter and produce high-demand types of rolled steel using direct iron reduction (DRI) technology.

"We will build practically waste–free enterprises according to the strictest environmental standards within a single technological cycle and set an excellent example for colleagues from all over the country of what industrial production should look like — safe, environmentally friendly and highly productive," Govorov added.

Russian President Vladimir Putin said on June 20 that Russia needs to achieve the integration of the Military-Industrial Complex (MIC) with the civilian sector of industry. According to the Russian leader, currently the Russian defense industry has gained a good pace. He noted that enterprises and industries have multiplied their output and are developing new types of weapons and military equipment.
