The Russian government has supported stricter liability for pet owners

The Russian government has signed an action plan to tighten responsibility for the treatment of pets. This was reported on July 7 by the TASS news agency, citing a source.

The agency's interlocutor noted that, in particular, the plan includes the development and submission to the government of drafts of a number of federal laws. According to him, they will provide for the regulation of activities "for the maintenance and breeding of domestic and wild animals, the introduction of a system to respond to citizens' complaints about animals causing harm to life and health or the threat of its infliction, mechanisms to stimulate voluntary sterilization, vaccination and labeling by the owners of their pets."

In addition, the draft laws are planned to prescribe how organizations and municipalities can treat stray animals: how they can be transferred to new owners, what to do if animals can no longer be kept, as well as how to take animals from their owners in case of abuse and place them in shelters.

It is specified that the Ministry of Natural Resources and Environment, together with the Ministry of Economic Development, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Ministry of Finance, and Rosprirodnadzor will develop draft laws. The dates of this work are July 2025 — May 2026.

Dmitry Gusev, First Deputy chairman of the State Duma Committee on Control, proposed on April 7 to establish the post of Commissioner for animal Protection. It is assumed that the Commissioner's task will be to interact with veterinary organizations and the government in the field of responsible animal care.
