The expert spoke about two ways to write off debts on housing and communal services


A Russian citizen can get rid of accumulated utility bills if he is declared bankrupt or by the decision of the management company itself. Januara Volvach, Honorary Lawyer of Russia, Candidate of Law, told about this on July 6.
She explained that the bankruptcy procedure can go through the court or use a simpler method without judicial intervention. The main requirement is that the amount owed must be within certain limits. So, for an out-of-court procedure, the debt should be from 25 thousand to 1 million rubles.
After declaring a person bankrupt, all debts indicated in the application, including for housing and communal services, are officially written off. If the procedure went through the court, then first the debtor will have to sell the property that is subject to recovery, and then use these funds to cover part of the debt, the expert continued.
"There is another option. If the amount of debt is too small or there is no reason to initiate bankruptcy proceedings, the debt can be written off only by the decision of the management company itself. For example, if the debt is too old and the collection period has expired, or if there are reasons to believe that it will not be possible to return the money. In such cases, the company can make a decision and simply write off the debt in its accounting department," she quotes "Газета.Ru ".
Financial consultant Tatiana Volkova said on June 11 that it is possible to save on utility bills by installing meters and replacing lamps. She also recommended disabling all unnecessary services: cable TV, unused communication services, or imposed services.
