The government will submit to the State Duma a bill introducing new duties for public services and increasing some existing ones, including for motorists. This is reported by TASS with reference to the available documents.
The adjustment of duties is caused by the need to compensate for the actual costs of government agencies for the provision of services. Current prices are set taking into account accumulated inflation and changing economic conditions.
Thus, the fees for issuing driver's licenses will double, they were established back in 2014 and 2018 for the new generation of licenses. The cost of obtaining a driver's license has increased significantly. Now the duties will be increased to 6 thousand rubles for new-style certificates, up to 4 thousand rubles for the old one and 3.2 thousand rubles for the international one.
The state fee for issuing registration numbers for a car will increase from 2 to 3 thousand rubles. For a certificate of registration of a vehicle on paper, you will have to pay 1.5 thousand rubles instead of 500 rubles, on a plastic carrier — 4.5 thousand instead of one and a half thousand. The cost of obtaining a vehicle passport will rise from 800 rubles to 1.2 thousand rubles.
The bill introduces a fee for an extract from the state register of vehicles — 50 rubles per request. Now this service is free, which is widely used not only by car buyers, but also by dealers, resellers, and non-governmental data acquisition services. The Ministry of Internal Affairs receives too many requests — more than 1.8 billion per year, which creates an excessive burden on the infrastructure of the Ministry of Internal Affairs.
They want to introduce another new fee for the registration of diagnostic cards that confirm the passage of the vehicle. This procedure is carried out using the IT infrastructure of the Ministry of Internal Affairs. It is free, so the ministry's costs are not compensated.
Earlier, the State Duma adopted a government bill in the second and third readings, which expands the possibilities of the State Traffic Inspectorate to revoke driver's licenses that have already been issued. Such a measure can be taken in case of contraindications to driving during an emergency medical examination. The document was published in the database of the lower house of parliament and was adopted in the first reading back in November 2022.
