The Russian government has submitted to the State Duma a bill on certain issues of regulating the platform economy in the country. This is evidenced on July 3 by a draft posted in the legislative activity database of the Chamber of the Parliament of the Russian Federation.

It is specified that the aim of the project will be to create a secure digital environment on digital platforms and to implement the legal conditions for the operation of such platforms.

At the same time, the digital platform itself is defined as an information system that includes an Internet site and programs that provide technical, organizational, and informational opportunities for information exchange, dissemination, sale of goods, as well as the performance of work and services.

Thus, according to the initiative, the provision of access to digital platforms should be based on the principles of equality and prohibition of discrimination.

If adopted, the law will enter into force on March 1, 2027.

Earlier in the day, Russian Prime Minister Mikhail Mishustin said that the government needs to take all measures to adopt the law on the platform economy as soon as possible. He noted that when drafting the law, it is important to protect the interests of both people who use online platforms and entrepreneurs who offer their goods and services on them.
