A possible increase in scrap collection for individuals for cars with a capacity of over 160 hp is a measure aimed at creating equal conditions for competition, said Vladimir Gutenev, chairman of the State Duma Committee on Industry and Trade. He said this on July 3 in an interview with Duma TV, the Parliamentary Newspaper reports.

Gutenev recalled that the budget was adjusted a month ago. As a result of the insufficient collection of scrap, as well as the indexation and postponement of its entry into force, manufacturers from China managed to import a large number of cars before the start of the indexed collection.

This, he said, led to the creation of excess stocks of goods. As a result, expected budget revenues decreased, which led to a reduction in a number of government support programs for such things as subsidies and the introduction of robots in the enterprise.

"Therefore, the ministry's desire to receive a source of income that will cover the missing funds is quite understandable," Gutenev said.

According to the deputy, the "equalization" of recycling is rather a measure aimed at creating equal conditions for competition between those who conduct business honestly, importing cars and paying all necessary taxes, and those who use various schemes. For example, they do this through individuals.

At the same time, Vladimir Gutenev noted that the introduction of such a measure would not cause enthusiasm, since an increase in the cost of imported cars could not be considered an unconditional benefit.
