Azerbaijan has not yet provided consular access to Russian citizens detained in Baku. This was announced to Izvestia on July 3 by the official representative of the Russian Foreign Ministry, Maria Zakharova.
"I haven't provided it at the moment," she said, answering a question about Azerbaijan's granting consular access.
