The Federation Council has approved a law allowing stateless persons to serve in the Russian Armed Forces (AF) under contract. Information about this was published on July 1 in the database of draft laws of the State Duma.

Amendments are being made to several documents, including the laws "On Military Duty and Military Service", "On Defense" and "On the status of military personnel" and other documents. Thus, stateless persons have the right to conclude contracts related to military service in the Armed Forces of the Russian Federation and military formations.

Subsequently, the law will be sent to Russian President Vladimir Putin. If signed by the head of state, the document will enter into force on the day of its official publication. As noted in the accompanying materials to the draft, a similar procedure for the entry into force of new regulations is carried out as part of "taking additional measures to resupply the Armed Forces of the Russian Federation."

On the same day, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, announced that more than 210,000 contract soldiers had joined the service in the first half of 2025. In addition, over 18,000 people joined the volunteer units of the Russian Army during the same period.
