The development of a system of advanced personnel training is one of the priorities of the relevant commission of the State Council in the field of Personnel, said Vladislav Shapsha, Chairman of the relevant commission, Governor of the Kaluga Region. What are the main problems with personnel training now and what is needed to eliminate the personnel shortage — in the Izvestia material.

The market situation

The main problems that have always been there, but are now being compounded by rapid changes and the depth of the personnel crisis, are the unwillingness of the educational system to quickly provide training and retraining within the traditional model of long—term programs, Anton Tabakh, chief economist at the Expert RA rating agency, told Izvestia.

— There is also a discrepancy between the professions that people choose and the needs of the economy — today and the future. Demography only adds to the difficulties of the current system, since there are few young and many middle—aged and older workers," the expert noted. — That is why it is necessary to change the educational system and refocus it on shorter adult retraining programs, to build incentives for employees and employers.

According to him, the shortage of workers in the country is likely to persist for a long time. Better use of labor, automation, and the introduction of AI can help in many cases. It is not uncommon for employers and HR managers to talk about the shortage because they are unwilling to pay market salaries, which have increased significantly in recent years. Most likely, a strong revision of salaries in the public sector will be required.

The shortage of personnel affected absolutely all industries, but the largest is observed in the manufacturing industry, construction, and most of all blue-collar workers, a large shortage in transport and logistics, healthcare, associate professor of the basic Department of the Chamber of Commerce and Industry of the Russian Federation "Human Resource Management" of the Russian University of Economics told Izvestia. — For example, there is a great demand for working professions where initial professional training is required, and we just don't have enough programs and a shortage of training in such areas. And even if young people get a profession, they don't always work in it. Therefore, it is not the training itself that is important here, but the attraction, popularization of professions and the consolidation of young people in these areas," she noted. — And it depends not so much on educational institutions as on career guidance, the formation of the image of the profession, reducing the severity of work, the introduction of modern technologies and policies of the companies themselves, as well as adaptation programs to strengthen youth.

The personnel shortage is one of the most important problems of our time, Tatyana Ushkats, an expert at the Faculty of Economics of the RUDN University, confirmed to Izvestia. For a number of objective reasons, including due to the difficult demographic situation, structural changes in the economy, inflation and an increase in nominal wages, while more and more labor resources are needed to support the development of the economy. They are particularly lacking in the fields of education and healthcare, agriculture and manufacturing, and the growing demand for couriers is being actively monitored — high salaries are proof of this.

— However, it is different in each area and depends on too many factors. Now we are most clearly seeing a significant increase in demand for employees in industry, agriculture, IT and finance, she said. — It is important to remember that in conditions of a shortage of personnel, there may also be a transfer of personnel from different fields in an already unbalanced labor market. The consequences are a decrease in the quality of life due to the difference in real and nominal wages, psychological pressure on the population, which is already experiencing severe discomfort.

In her opinion, it is possible to overcome the personnel shortage by working with the younger generation, and today colleges are actively working with schoolchildren. They explain the importance of each profession and the prospects for career growth. Today, it is a mistake to believe that "college is the way to nowhere," children are already being offered to master the professions of the future, including working with digital technologies.

Staff shortage

The most difficult situation is observed in retail (1.8 resumes per vacancy) and medicine (2.4), Maria Ignatova, HeadHunter's research director, told Izvestia. At the same time, it should be noted that in the field of sales, catering, manufacturing and working personnel, the index is currently at the level of 4.0–4.6, which is lower than the current general market value (5.6). In construction and agriculture, it does not exceed 5, which indicates moderate competition for jobs.

— The key difficulty is related to the fact that education often does not keep up with business needs and companies are dissatisfied with the professional level of graduates: up to 60% of employers are forced to hire less qualified people and retrain them on the spot. There is also the problem of more accurate career guidance, because more than half of Russians today do not work in the specialty they studied in," said Maria Ignatova.

At the same time, according to her, the importance of personnel development in the country is reaching a new level, as more and more financial and time resources are spent on finding employees. Internal training tasks are increasingly being reviewed based on the company's strategic goals, from increasing productivity to preparing employees for digital transformation.

— 36% of employers believe that an effective way to eliminate the personnel shortage within the company, locally, will be the introduction of flexible working conditions (remote work, flexible hours, part-time work, etc.). Almost a quarter (24%) focus on developing the employer's brand, and 23% advocate increasing investments in non-financial motivation of employees. 21% of companies believe that increasing the budget for training, development and retraining, as well as working with labor productivity, will help them in the fight against staff shortages. Another 19% also believe that it is important to improve the managerial competencies of middle management," she said.

If we talk about the fight against personnel starvation at the country level as a whole, then, according to her, it is important to focus on labor productivity growth, which is the key to economic growth.
