The memorandum says that some of the cases that American prosecutors should investigate relate to individuals involved in torture, war crimes, human trafficking and human rights violations.
According to immigration lawyer Rosanna Berardi, this decision demonstrates the seriousness of the plans of the US Department of Justice.
