In Russia, they want to introduce fines for late arrival of public transport. As Izvestia found out, such a bill will be submitted to the State Duma on July 2 by the LDPR faction headed by Leonid Slutsky. According to the document, fines for delayed flights for officials will range from 3 thousand to 5 thousand rubles, from 5 thousand to 10 thousand rubles for sole proprietors and from 10 thousand to 30 thousand rubles for legal entities. If the delay in arrival or departure is due to reasons beyond the control of the carrier, there will be no administrative liability.
At the same time, the deputies propose to set the time limit for the permissible delay or delay of departure - 15 minutes for urban transport, 30 minutes for suburban transport, one hour for intercity and four hours for international bus flights.
According to the authors of the initiative, the measure will help reduce the number of cases of public transport delays, increasing the reliability of the transport infrastructure as a whole, and also allow passengers to be more confident when planning trips.
As the co-author of the bill, deputy head of the LDPR faction Sergey Leonov, told Izvestia, the document was developed at the request of citizens who face long waits for buses both in the city and on suburban and intercity routes, especially at intermediate stops.
"The routes run irregularly, with constant delays. Because of this, passengers get nervous, can't plan their time, and are late for work, a clinic, or other socially significant institutions. In many regions, commercial organizations provide transportation, and despite the existence of contracts, they are not really responsible for disrupting the schedule. The maximum that can be done is to write a complaint to the mayor's office, but there are practically no mechanisms for influencing unscrupulous carriers today," the deputy explained.
As an example, the State Duma cites the situation in the Moscow region, where in 2024 more than 37.5 thousand complaints were sent about bus schedule violations.
On June 24, the Government of the Russian Federation supported amendments to the Administrative Code, which envisage tougher penalties for drivers who did not miss special vehicles with flashing lights without color coloring on board. Violators can be fined from 4.5 thousand to 7.5 thousand rubles or deprived of their rights for a period of three months to one year.
