The lawyer spoke about the opening of social contributions for low-income Russians


Only those who receive state social support, such as families with children or people with low incomes, will be able to open a social contribution or savings account, lawyer, arbitration administrator, author of the telegram channel "Kombarov advises" Alexey Kombarov told Izvestia on July 1.
"Of course, launching a social contribution is a positive step not only from the point of view of supporting low—income citizens, but also from the perspective of developing the entire banking system," the expert noted.
According to him, the banking sector strives to offer solutions for different segments of the population — from high-income clients to those who live on a limited budget.
Only recipients of state support, such as families with children or low-income citizens, will be able to open a social contribution. The verification of the right to participate is carried out through the Gosuslugi portal, which speeds up registration and reduces bureaucracy.
"If a person does not qualify for the program, they will receive a notification," the lawyer explained.
According to the expert, the deposit conditions are favorable: the rate reaches 20%, deposits and partial withdrawals are allowed without loss of interest, and transfers of up to 20 thousand rubles per month are free. On a savings account, interest is accrued on the balance of up to 50 thousand rubles and cannot be less than half of the Central Bank's key rate.
He also noted that such initiatives increase trust in banks and stimulate financial literacy.
"In the long run, both customers and the economy as a whole benefit," concluded Kombarov.
On January 4, it was reported that Russia's largest banks intend to launch a new financial instrument, known as social contribution, by July 1, 2025. It is specified that such a mechanism is designed for people with low incomes who have government support.
