Experts spoke about the state of the mortgage market in small towns of Russia

In small Russian cities, only more than 70% of mortgage loans this year were received under government-supported programs. This was told by Domclick analysts based on the results of a study of the mortgage market in cities with a population of up to 50 thousand people.

Since February 2025, government-backed mortgages have accounted for more than 80% of total loans in Russia. However, in small towns, these figures are noticeably lower. Thus, according to Domclick, in 2024, loans under government-supported programs accounted for only 48.6% of the total amount of funds disbursed. In 2025, the share of concessional loans increased to 71.6%.

The growth can be explained by the fact that the most popular mortgage product with state support in small towns in 2024-2025 became a family mortgage: it accounted for more than 80% of all concessional loans. The Far Eastern and Arctic mortgage program became the second largest in terms of disbursements (17.7%), with IT mortgages in third place (2%).

According to experts, the share of government-backed mortgages in small towns is lower due to the low number of new buildings being commissioned, which accounted for 18.1% of the volume of mortgages issued in 2024. Suburban real estate was the most popular for buying on credit: 42.1% of the loans were issued for it, 39.6% for secondary real estate. However, in 2025, the situation has changed significantly: the share of primary real estate in loans has doubled, reaching 44%, while mortgage lending for the purchase of suburban housing has decreased by the same amount.

In 2025, 70% of the total volume of preferential mortgages falls on 60 settlements. Among them are 7 resort towns on the Black Sea and Baltic coasts: Sudak, Alushta, Temryuk, Zelenogradsk, as well as 9 suburbs of Moscow, primarily Istra, Solnechnogorsk and Ruza. Transactions for the purchase of new buildings with preferential programs for the first half of 2025 were completed only in 220 small towns, 70% of their volume accounted for 24 settlements.
