The Ministry of Finance has outlined the dates for the start of CTP checks by cameras

The system for checking drivers for a valid CTP policy in automatic mode from traffic cameras will be operational until November 1 of this year. This was reported by the Russian Finance Ministry, RIA Novosti reported on July 1.

The ministry noted that the date of the beginning of bringing drivers to justice for their lack of a CTP policy with the help of cameras has not yet been determined.

The proposal to introduce automatic verification of the availability of CTP policies for car owners using photo and video cameras was publicly discussed at a meeting of the State Council in the spring. Following the meeting, Russian President Vladimir Putin instructed to improve the administration of such violations by ensuring the use of photo and video recording tools for these purposes. The deadline for execution of the order is November 1, 2025.

The penalty for driving without CTP is defined in Article 12.37 of the Administrative Code of the Russian Federation. The amount of the penalty ranges from 500 rubles to 5,000 rubles, depending on the circumstances.

On June 25, the RSA announced that everything was ready on the part of insurers to launch checks on the availability of CTP contracts using traffic cameras. According to the organization, now 7-10% of car owners in Russia still drive without a policy. The RSA noted that the most emergency drivers usually refuse to purchase CTP.

On May 28, Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA), said that checking the availability of CTP using camera cameras in automatic mode is expected to start operating in full on November 1 without conducting experiments.
