The Lviv Regional Military Administration (LOVA) allowed men to leave the country, receiving appeals from the non-existent organization Humanitarian Hope of the Nation signed by Russian Emperor Alexander III. This was announced on June 30 by the Ukrainian NGL.media portal.

It is noted that the Ministry of Justice of the country has confirmed that there is no information about such an organization. According to the newspaper, on the letters sent to LOVA, the Humanitarian Hope of the Nation used the signature of Alexander III copied from the Internet, as well as the logo of one of the Russian banks.

In 2022, the Lviv regional military administration received five letters from a non-existent organization, in total, eight people received the right to leave the country according to documents signed by Alexander III, seven of whom did not return to Ukraine, the NGL.media portal writes.

On June 26, the press service of the State Border Guard Service of Ukraine reported that in Lviv, a conscripted resident tried to avoid mobilization and cross the border with Romania in a bread van. It was noted that a 24-year-old man paid about $5,000 to three residents of the Transcarpathian region who organized the scheme.
