The Federal Antimonopoly Service (FAS) of the Russian Federation will monitor changes in payments for housing and communal services in all regions of Russia from July 1. This was reported in the department.
"In order to prevent unjustified tariff increases for citizens, starting from July 1, the Federal Antimonopoly Service of Russia will ensure control over the maximum allowable changes in citizens' utility bills in all regions of the country," the statement says.
According to the FAS, indexation is necessary to update the communal infrastructure of the housing and communal services complex, maintain its stable operation, and ensure the quality of public services for Russians. It is specified that at the same time, the head of the region in each municipality of the subject of the Russian Federation will set an individual index based on parameters approved by the government.
The ministry recalled that targeted support mechanisms for housing and communal services payments are in place for privileged categories of citizens, and also called on Russians to contact the state housing Inspectorate on their own in case of detected violations when charging in receipts.
It is noted that the Federal Antimonopoly Service, regularly setting maximum (minimum and maximum) tariff levels for electricity transmission services, is based on data from the socio-economic development of the Russian Federation.
"Starting from July 1, 2025, the price of electric energy will be indexed by an average of 12.6%. Prior to that, tariffs had not changed for one year," the ministry said in a statement.
According to the service, the retail price of gas is based on several parameters, including the wholesale price of gas, its transportation and payment for supply and sales services (PSS). At the same time, changes in wholesale gas prices are provided for by the forecast of socio-economic development.
Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing, reminded on June 25 that in Russia, citizens whose expenses for paying utility bills exceed a certain share of family income are eligible for subsidies. First of all, such categories usually include poor or large families, pensioners, the disabled, as well as families of participants in a special military operation (SVO) if they meet the criteria of need, he noted.
