The Board approved the rules of interaction between sellers and marketplaces


The Government Commission on Legislative Activity has approved a draft law on the platform economy. Rules of interaction will be established for sellers and marketplaces, government sources told Izvestia. The document is available to the editorial staff.
The bill creates a legal foundation for the functioning of the platform economy, said Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia.
"These are property relations in the process of using certain types of digital platforms, such as aggregators of services or marketplaces. The legal basis for the activities of the subjects of the platform economy is being formed: the basic terms, principles and a number of specific rules of the operating procedure for operators and the protection of the rights of entrepreneurs and citizens are being fixed," he said.
For example, requirements are set for logistics infrastructures and pick-up points for digital platform operators.
New grounds are also being introduced for bringing digital platform operators to administrative responsibility: a fine of up to 500 thousand rubles is provided for non-compliance with the established requirements. Sellers working through intermediary digital platforms can be fined up to 200,000 rubles.
"The adoption of laws will make it possible to more thoroughly regulate relations between digital platform operators, entrepreneurs and ordinary citizens, which will create additional guarantees and measures to protect the rights of all participants in such relations," Gruzdev said.
Valery Korneev, Chairman of the NGO "Union of Users of Digital Platforms "Digital World", suggested that the bill would be introduced and adopted in the first reading this spring session. But he believes that a broad public discussion awaits the document by the second reading.
"The interests of related sectors of the economy, offline retail, insurance, banking, and tourism fall under the regulation of this law or will suffer from under-regulation. This will lead to massive attempts by serious players to make changes. That may delay the adoption in the second reading for a long time," Korneev summed up.
The proposed date of entry into force of the amendments, according to the bill, is March 1, 2027.
On May 27, the leader of the Fair Russia — For Truth faction in the State Duma of the Russian Federation, Sergei Mironov, announced his intention to develop an amendment to the draft law "On the Platform Economy", which would propose to abolish fees for the return of goods on marketplaces.
