The lawyer warned summer residents about fines for the use of prohibited chemicals

Russian legislation strictly regulates the use of pesticides and agrochemicals, providing for significant fines for violations. Natalia Shaluba, Managing Partner of Veritas Lex and President of the Legal Center ADVOLOGIA, explained the legal consequences of using unauthorized chemicals in suburban areas on June 30 in an interview with Izvestia.

Shaluba noted that the main regulatory act in this area is the Federal Law "On the Safe Handling of Pesticides and Agrochemicals" dated 07/19/1997 No. 109-FZ. For the use of unauthorized drugs or violation of the rules of their use, Article 10.3 of the Administrative Code of the Russian Federation provides for a fine for citizens from 1 thousand to 2 thousand rubles with possible confiscation of funds.

More serious consequences occur if the use of chemicals has led to damage to the earth — soil contamination, death of plants, animals or bees. In such cases, according to Article 8.6 of the Administrative Code of the Russian Federation, the fine for citizens can range from 10 thousand to 20 thousand rubles.

The expert stressed that in Russia, only those products that are included in the State Catalog of Pesticides and Agrochemicals are allowed. You can check the availability of a specific drug on the official website of the catalog.

"Even approved products must be used strictly according to the instructions, observing the dosage, processing time and waiting periods before harvesting," the specialist warned.

To minimize risks, the lawyer recommends purchasing chemicals only in official stores, keeping the packaging and receipts, paying attention to the availability of all necessary information in Russian. Special attention should be paid to the rules of storage — chemicals should be kept in places inaccessible to children and animals.

In addition, the expert warned summer residents against draining chemical residues into wells or reservoirs, which can be qualified as damage to the land with all the legal consequences that follow.

On April 10, lawyer Ilya Rusyaev reminded that the main fines for summer residents are related to non-compliance with sanitary and fire protection requirements, violations in the use of land, as well as issues of registration of buildings. According to the expert, the most common reason for a fine remains cases when summer residents arrange bonfires or roast meat in mangalas, without observing a distance of 5 m from buildings.
