It is noted that the agreement marks a breakthrough in the negotiations conducted by the administration of the American President Donald Trump, and is aimed at attracting billions of dollars of Western investment in the region rich in minerals.
"At a ceremony attended by US Secretary of State Marco Rubio in Washington, the foreign ministers of the two African countries signed an agreement promising to implement the 2024 agreement, according to which Rwandan troops will be withdrawn from eastern Congo within 90 days," a copy of the document says.
It also follows from the text of the agreement that the DRC and Rwanda will launch a regional economic integration structure within 90 days. Rwandan Foreign Minister Olivier Nduhungirehe called the agreement a turning point. His colleague from DR Congo, Teresa Kayiwamba, in turn, demanded a cessation of hostilities following the conclusion of the agreement.
It is clarified that Trump also warned the parties about "very severe sanctions, financial and other" in case of violation of the agreement.
The aggravation of the situation in DR Congo occurred after the government severed diplomatic relations with Rwanda and accused the country of supporting the rebels, who launched a new offensive on the city of Goma. In February, the rebels declared their readiness for negotiations to resolve the conflict in the east of the DRC. At the same time, they stressed that they reserve the right to protect civilians.
On February 21, Russia supported a draft resolution of the UN Security Council (SC), according to which the M23 rebels should cease hostilities in DR Congo and withdraw their units from the country.
