At the moment, we are talking about developing the main parameters of a preferential rental housing program for people aged 16 to 28, but specific rules and regulations for the selection of participants have not yet been approved. This was stated by Valery Tumin, Director of the Russian and CIS Markets at fam Properties, in an interview with Izvestia on June 26.

"Now we are talking only about the development of basic parameters. Specific rules, regulations and mechanisms for the selection of participants have not yet been approved. All the details are under discussion, and it is still impossible to say exactly what the program will look like in the end," the expert emphasized.

He added that the completion of the preparation of the regulatory framework is planned by the end of 2025, after which it will be possible to talk about the actual implementation of the project.

According to Tumin, according to preliminary information, the state can compensate part of the rent for young people. Previously, a mechanism was considered in which the subsidy could amount to 75% of the rental price, but not more than one minimum wage (minimum wage). However, it is currently unclear whether this approach will be applied under the new program and which groups of citizens will be able to count on maximum benefits, the expert said.

"It is expected that the priority will be given to young professionals working in strategically important sectors — industry, construction, energy and agriculture. However, this does not exclude the possibility of other categories participating," the source said.

He also stressed that there is a possibility of including other groups of the population in the program, such as students, young single mothers and young people who find themselves in a difficult life situation.

On June 25, Alexander Vaino, director of the Young Professionals department at the Agency for Strategic Initiatives (ASI), told RIA Novosti that Russia is preparing to introduce a special program of preferential rental housing for young people aged 16 to 28 years. Initially, it will be available to young workers in key industries: industry, construction, energy, agriculture.
