According to them, developers have managed to increase sales, as well as increase the volume of ongoing construction. In the Arctic zone of Russia, the impact of preferential mortgages is less noticeable, however, developers are increasing construction space in the Yamalo-Nenets Autonomous District, and the Murmansk Region has entered the stage of steady development of the construction industry over the past year due to the entry of large system developers into the region.
"The growth dynamics of construction areas in the Far Eastern Federal District regions significantly outstrips the corresponding indicator on average in Russia. While the total area of current construction in the country has increased by 4% over the past 12 months, the Far East has increased construction by 17.7% (from 6.2 to 7.3 million square meters)," the study says.
At the same time, Yakutia and Buryatia increased construction volumes by more than 30%, and Khabarovsk Territory and Sakhalin Region increased by more than 20%. A slight decrease in the area of current construction was recorded only in the Trans-Baikal Territory (-1%), analysts concluded.
According to analysts, primary real estate markets in regions that partially or completely belong to the Arctic zone exist only in the Yamalo-Nenets Autonomous Okrug (Yamalo-Nenets Autonomous District) and the Murmansk Region. In the remaining territories, current construction is either not being carried out at all, or is being carried out to a minimum extent, which does not allow for any analysis of its parameters.
Nevertheless, according to the head of the analytical center "Movement.<url>" by Yana Gravshina, it cannot be said that the Arctic mortgage did not take place.
"It has an impact on the market, we see this by reducing the weighted average mortgage rates in both the Yamalo-Nenets Autonomous District and the Murmansk Region. If we consider its effect in comparison with the Far Eastern one, the difference is largely due to the fact that in the case of the Arctic mortgage there is one important requirement for the purchased property — the cost per square meter should not exceed the average market value set by the Ministry of Construction," Gravshin said.
For the Murmansk Region, this is 123 thousand rubles, for the Yamalo—Nenets Autonomous District - 183 thousand rubles, which limits the choice for buyers, the expert believes.
On June 6, the Central Bank lowered its key rate to 20% after a long period of tight monetary policy.
