In Russia, citizens whose expenses for paying bills for housing and communal services (housing and communal services) exceed a certain share of family income are eligible for subsidies. This was announced on June 25 by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.

"Citizens of the Russian Federation whose expenses for housing and communal services exceed the established share of the total family income have the right to receive subsidies for housing and communal services. The recipients can be both homeowners and employers under social employment contracts," he said in an interview with RIA Novosti.

First of all, such categories usually include poor or large families, pensioners, the disabled, as well as families of participants in a special military operation (SVO) if they meet the criteria of need.

Currently, the established share of expenses is 22%. Families whose payment costs exceed this value are eligible for subsidies.

"The amount of the subsidy is calculated as the difference between the actual costs and the allowable share, based on income and regional regulations. Calculation example: if a family earns 60 thousand rubles a month and pays 15 thousand for housing and communal services, then with a regional threshold of 10%, for example, as in Moscow, the allowable expenses are 6 thousand rubles. The difference of 9 thousand rubles can be compensated in the form of a subsidy," the parliamentarian explained.

You can apply for a subsidy through the Gosuslugi portal, the MFC branch or the Social Protection Fund.

On June 17, the State Duma approved a change in the payment terms for housing and communal services from the 10th to the 15th of the month. In addition, the deadline for submitting payment documents, on the basis of which payments for housing and utilities are made, will be postponed from the first to the fifth day of the month.
