The Government of the Russian Federation is considering the risks of re-registration in the SEZ in the Kursk region

The leadership of the Kursk region is in discussions with the Ministry of Economic Development about a program to restore the socio-economic development of the border region. Alexander Khinshtein, the acting governor of the region, told Izvestia on June 24.

"A program to restore the socio-economic development of the border region is currently being formed. On the instructions of [Russian President] Vladimir Vladimirovich [Putin], by July 1, the government, together with the regions, must submit its parameters. We are having a discussion with the Russian Ministry of Economic Development. Our position, as well as that of our neighbors, the Belgorod and Bryansk regions, is that the borders of the free economic zone should be as wide as possible, since the impact has been on the economy of all our regions, and not just specifically the border areas. We are in the process of discussion and discussion. But I also understand that the mechanisms that exist today make it possible to avoid the possibility of creating a so—called internal offshore company," Khinstein said.

He noted that there is no way to "just bring" documents and re-register an existing enterprise in the region today.

"There are clear parameters, criteria, what falls under which OKVED: not every new enterprise can fall under, become a resident of the FEZ. But, I repeat, this is a process that is under discussion," Khinstein explained.

The President also announced the creation of a program for the comprehensive restoration of frontline regions.

Earlier, Putin supported the initiative to extend the special economic zone regime to the entire territory of the Kursk region. At the same time, the head of state pointed out the doubts existing in the government, which are related to the possible massive reorganization of businesses from other regions of the country to safer areas of the Kursk region in order to obtain benefits.
