A draft banning the sale of vapes and electronic cigarettes will be submitted to the State Duma.

Deputies of the State Duma from the Just Russia — For Truth faction plan to submit to the House of Parliament a package of bills aimed at introducing a complete ban on the sale of nicotine-containing products and administrative liability for the sale of vapes and electronic cigarettes.

"The bill proposes to amend Article 14.53 of the Code of Administrative Offences of the Russian Federation by imposing a fine for the sale of devices for the consumption of nicotine—containing products in the amount of 20 thousand to 50 thousand rubles for individuals," RIA Novosti cites an explanatory note to the draft.

It is specified that the authors of the project were the head of the faction "Fair Russia — For Truth" Sergey Mironov and the head of the State Duma Committee on the development of civil society, issues of public and religious associations Yana Lantratova.

As Mironov noted, it is planned to impose a fine from 25 thousand to 50 thousand rubles for sellers, and from 500 thousand to 1 million rubles for legal entities. According to the head of the faction, penalties for selling such products to minors should be higher: for individuals — from 300 thousand to 500 thousand rubles, for legal entities — from 1.5 million to 2 million rubles.

He also recalled that in 2023, the State Duma adopted a law prohibiting the production of nicotine-containing products with added flavors, placing them in open storefronts, and selling their components at fairs, exhibitions, and remotely.

Earlier, on January 28, it was reported that the State Duma finalized a bill related to a complete ban on vaping in Russia. It is prohibited to create and own equipment for the production of nicotine raw materials, nicotine-containing and nicotine-free liquids, and devices for their consumption.
