A likely guarantee of Ukraine's non-entry into NATO for Russia may be the cancellation of the decision that was taken at the Bucharest summit in 2008. This was announced on June 23 by Russian Deputy Foreign Minister Alexander Grushko.

"We are seeking reinforced concrete international legal guarantees for Ukraine's non-entry into NATO. Among other things, this implies the cancellation of the decision of the Bucharest summit of the alliance on Ukraine's future membership in the North Atlantic bloc," he told RIA Novosti.

According to Grushko, Ukraine's membership in the alliance poses a security threat to the Russian side.

On June 18, Lithuanian Foreign Minister Kastutis Budris said that Ukraine's membership in the alliance was not on the agenda of the NATO summit in The Hague.
