Business is a full-fledged partner of the education ecosystem in the formation and implementation of educational programs, and not just a consumer of ready-made specialists. This was announced on June 21 by Ekaterina Kharchenko, Deputy Chairman of the State Duma Committee on Science and Higher Education, at the St. Petersburg International Economic Forum (SPIEF-2025).

"Now employers of different forms of ownership, different industries, they are not just consumers of graduates, they form and implement educational programs together with educational organizations. Now it's too late to come to an employer at graduation and say, "Please give me the best." No. I know that, as colleagues will confirm, large companies are already coming to schools, sometimes to kindergarten, to build seamless relationships and engage in career guidance," she said during the session "Cadres of the Future: how to prepare professionals for the digital age?".

As Kharchenko noted, in the constituent entities of the Russian Federation there is a need to eliminate gaps and imbalances between the labor market and the education ecosystem at all its levels. She drew attention to the fact that, on behalf of the President of the Russian Federation, a national forecast of personnel needs has been developed.

"There is an understanding of where we are going. We will never be able to determine which professions are needed, which specific specialties are needed... Those programs, Priority 2030, without business, no university will win without the participation of the region. There is a three—pronged model here: the employer is the region represented by the governor, and the government is the university. This is the only way to solve the task in a synergistic way," the deputy added.

According to Kharchenko, there is an increase in the effectiveness of targeted training. Currently, the employer is interested in selecting the best at the target selection stage, and the graduate has a responsibility after employment.

In an interview with Izvestia, Kharchenko also said that against the background of low unemployment, there is a huge shortage of personnel in the regional labor markets.

"There are 9,000 unclaimed, or rather unsatisfied, vacancies in the Kursk Region alone, which is a huge figure for our region. And in the whole country, both the corporate sector and medium-sized, regional industrial enterprises, especially engineering and technology companies, are experiencing a shortage of personnel with higher education, as well as working professions that the guys graduated from and received secondary vocational education," the parliamentarian said in an interview with Izvestia.

The day before, Kharchenko pointed out that the SPIEF is not only a platform for discussions, but also a place for making real decisions. The MP also noted the value of human capital for economic development, emphasizing the need to actively involve young people in achieving national goals.
