Kobyakov named one of the conditions for the return of foreign companies to Russia.


One of the conditions for the return of foreign enterprises to the Russian Federation will be compensation for damages after leaving the Russian market in 2022. Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the Organizing Committee of the St. Petersburg International Economic Forum (SPIEF-2025), told reporters on June 21.
"Now [the departed companies] are saying: "We'll be back." They caused significant damage to us. And we hope that they will compensate us for this damage. At least, this will be one of the conditions for the return of businesses that want to return to our economy," Kobyakov said.
Earlier, on June 19, Deputy Finance Minister Ivan Chebeskov said that foreign brands that left the Russian Federation in 2022-2023 would be checked by law enforcement agencies upon their return to the country. He clarified that this would affect those who can buy back business shares on non-market terms. This list will also include enterprises that failed to fulfill their obligations to partners and employees before leaving the Russian Federation.
On June 20, Russian President Vladimir Putin said that many Western companies had left the Russian market with heavy losses. In addition, according to him, those enterprises that left under pressure from the political elites of their countries are unreliable partners, as they put labor collectives in a difficult position.
